The reforms introduce a new Standard Training Agreement (STA) that will apply to all trainers and owners. the only exceptions are owners who train a horse themselves or employ a trainer exclusively for them under a written agreement. Unless the co-owners (other than those exempted) enter into other written agreements regarding their horse ownership corporation in accordance with the OPR Rules, they are bound by the COA. However, if co-owners wish to enter into other agreements that deviate from the COA, they may agree in writing: a) the specific terms of the COA (in accordance with its terms) vary, provided that they do not exclude, modify or limit the application of any provision of the Race Rules (including the RPT Rules) .b) continue an existing ownership agreement or enter into a new ownership contract (which is related to or in its place). It is important to note that in the event of any conflict between the modified terms of the COA or the terms of the other agreement and the race rules (including the TOR rules), the race rules (including the TOR rules) will prevail to the extent of the inconsistency. Unless trainers and owners (other than those exempted) enter into other written agreements regarding their training relationship in accordance with the RULES OF THE OPR, they are bound by the ATS. The reforms also introduce a new co-ownership agreement (COA) that will strengthen the rights and obligations of co-owners of a horse. It is important to note that in the event of any discrepancy between the amended conditions of the STA or the terms of the other agreement and the race rules (including the RULES OF THEPR), the rules of the race (including the rules of the RPT) will prevail to the extent of the inconsistency. However, if coaches and owners want to make other arrangements different from the STA, they can agree in writing: Racing Australia is introducing new reforms from 1 August 2017. These measures, first announced in November 2016, are known as Trainers and Owner Reforms (TOR) and have been incorporated into the Australian Racing Rules. .
